o un rayo se quede quieto;
y mi abuelo sea mi nieto
y la honradez sea pecado
o cuando el hierro colado
se coma como aguacate,
veremos el disparate
de Puerto Rico hecho estado.

Cuando Jennifer sea flaca
y Chardón sea sacerdote,
Rivera Schatz tenga cocote
y deje de ser estaca,
Fortuño beba en jataca
y sea un gobernante honrado,
que el libro haya terminado,
el que cobró en Pediatría,
creo que así yo podría
ver a Puerto Rico estado.

Cuando paran las gallinas
y ponga huevos la puerca,
no tenga rosca una tuerca
y sean gringas las latinas,
en tierra vivan sardinas,
y Roselló sea encerrado,
o que el Papa haya nombrado
a Castro Font su vicario,
entonces, sin comentarios,
Puerto Rico sería estado.

Cuando un aro sea cuadrado
y el cuadrado sea redondo;
le encuentren al cielo fondo
y el ombligo esté de lado,
el sol se haya congelado
y no llueva en tempestad;
la caridad sea maldad
y la maldad sea virtud
entonces me dices tú

Puerto Rico will never become a state of the Union until the national political parties of the U.S. participate in the Puerto Rican elections. Why? As a state Puerto Rico will have 7 representatives and 2 senators.

In the U.S. most of Puerto Ricans vote with the Democratic Party. It was not until the recent 2010 midterm elections in the U.S. that a Puerto Rican was elected to the House of Representatives by the GOP for the state of Idaho, and he was elected to represent a district with a low latino vote. (As a matter of fact he has said that at this moment he is not in favor of statehood for Puerto Rico.) Before this election all Puerto Ricans elected to public office in the U.S. were elected as members of the Democratic Party.

I think that never before in the history of the U.S. the polarization and divergence between the GOP and the Democratic Party has been greater.

So the GOP will never accept a new state with 7 members in the House of Representatives and 2 members in the Senate, until it knows that this new state will not be a state that will vote heavily in favor of the Democratic Party. The same can be said of the Democratic Party but as I said before, Puerto Rico probably will be viewed as heavily Democrat because in the U.S. elections, Puerto Ricans vote overwhelmingly for the Democratic Party candidates.

But if the GOP and the Democratic Party participate in Puerto Rican elections the statehood vote will be divided and the Popular Democratic Party, the supporter of the current status, will easily win. In the current electoral system that would be probable outcome. Can we change that system in order to promote the participation of the national parties in the Puerto Rican elections?
And what kind of change we needd to achieve that participation?

Well, we need to change our current electoral system which is based in plurality elected candidates for an electoral system where candidates are elected by a majority vote. In a plurality system the candidate who get most of the votes is elected, in a majority system in order for a candidate to be elected he or she needs to get more than 50% of the total votes for the position that he wants.

If none of the candidates gets a majority of the vote (in case that there are more than 2 candidates for the same electoral post), there are two modes to select the final winner. One mode is to celebrate a second runoff election between the 2 candidates that got the most votes. The other mode or system is called the austrialian system, where in the original ballot, as the person vote for his candidate, she or he selects a second choice, third choice, etc for the electoral position that is voted. If none of the candidates gets a majority vote, then the alternate choices are tallied until a majority vote is gotten by one of the candidates.

If in Puerto Rico the current PNP legislature does not make the necessary changes Puerto Rico will never have a chance to become a state of the U.S.
